Nikšić – Žabljak – Pljevlja Highway: Put Inženjering to Design

Put Inženjering from Podgorica won the tender for the conceptual design of the Nikšić – Žabljak – Pljevlja expressway, offering the best price – 192,39 thousand euros. The project will be implemented by Monteput, and the total length of the new road will be 96 kilometers, including the construction of bridges and tunnels.

The future route will be divided into three sub-sections:

  • Niksic – Shavnik,
  • Shavnik – Zabljak,
  • Zabljak – Pljevlja.

Geot (Podgorica) and Geotehnika Montenegro (Niksic) were involved as subcontractors for the project.

Tender and design details

The tender was launched on 24 December 2024, with bids open until 27 January 2025, with an initial estimated value of €205. During the review process, Monteput rejected the joint bid by Decom Group and Louis Berger due to non-compliance with the requirements – the documentation did not clearly define the responsibilities for bridge design.

The main objective of the design documentation is to determine the optimal route taking into account the terrain, environment and economic feasibility. The development will take six months from the moment signing a contract.

Main characteristics of the route

  • Maximum speed – 100 km/h (with the possibility of reducing it on difficult sections).
  • Crossing key natural sites – the Komarnica and Tara canyons, as well as the Durmitor National Park.
  • Connections to important highways – the expressway will connect Nikšić, Žabljak and Pljevlja with the Bar – Boljare highway and the Adriatic-Ionian highway.

The significance of the project for the region

The new route will provide better transport links between tourist Zabljak and the industrial region of Pljevlja, and will also improve access to the rest of Montenegro.

The road will start at the Kapino Pole interchange, and key exits will appear in Vidrovane, Jasenovo Pole, Pošćen and Negovudži.

The project is of strategic importance – it will improve safety and ease of travel, reduce travel time and provide comfortable communication for residents and tourists.
