Montenegro has introduced visas for Turkey. How and where to obtain one in 2025.

Montenegro has reopened visa-free entry for Turkish citizens, however reduced the permitted period of stay in the country from 90 to 30 days. The decision was made by the Government as part of tightening migration policy and bringing visa regulations into line with European Union standards.

What has changed for Turkish citizens?

According to new resolutionTurkish citizens can once again enter Montenegro visa-free, but their stay in the country will be limited to 30 days. Previously, the visa-free regime allowed stays of up to 90 days, but was temporarily suspended.

The authorities emphasize that the reduction in the length of stay is a preventative measure aimed at reducing the risks of illegal migration. However, if the security situation worsens, Montenegro reserves the right to reintroduce the visa regime.

Strengthened control and cooperation with Turkey

The government reports improved cooperation with Turkish authorities and the implementation of additional security measures. This includes stricter immigration and border checks, as well as information exchange between the competent authorities of the two countries.

According to the Government, the Ministry of Internal Affairs and the Police Department have implemented all measures stipulated by the decisions of the National Security Council regarding the fight against illegal migration.

A course towards full compliance with EU visa policy

The resumption of limited visa-free travel with Turkey is part of Montenegro's broader strategy to harmonize its visa policy with European Union regulations. Similar changes are planned for other third countries, including Azerbaijan, where the adjustments are expected to be completed by mid-January.

The authorities emphasize that such steps are necessary in the context of European integration and the country's preparation for future EU membership.

Balancing openness and security

Montenegro is thus attempting to maintain a balance between tourism and economic openness, on the one hand, and strengthening controls over migration flows, on the other. For Turkish citizens, this means the return of visa-free entry, but with stricter time limits and increased scrutiny from border authorities.
