New projects under the Citizenship for Investment program

To date, the Montenegrin government has approved four projects under the Citizenship for Investment program:

  1. New 4-star hotel Bjelasica in Kolasin.
  2. Luxury 5-star hotel Breza in Kolasin.
  3. Hotel Westin in Kolasin.
  4. Durmitor Hotel and Villas is a project near the UNESCO World Heritage Site in Durmitor.

Two more projects are currently awaiting approval - The Chedi Hotel in Zabljak and Kolašin 1600 in Kolasin. The minimum investment for both projects is € 250 thousand.

The chedi hotel

The five-star hotel is located in the Durmitor National Park at an altitude of 1419 to 1434 m above sea level. The abundance of greenery and the proximity to the Black Lake are ideal for relaxation. The hotel will have three pools, a spa, a fitness center, a restaurant, a cafe and others. Program participants are invited to invest in hotel rooms and villas.

Kolasin 1600

Kolašin 1600 is the highest Montenegrin resort, which is located in the southern part of the Belasitsa mountain range. Within the framework of the project, two residential areas with first-class hotels and apartments will be built, between them there will be a private chalet area. The ski slopes zone will be integrated into the settlement, which will provide ideal accessibility for all living quarters in the resort - skiers will be able to ride “from the doorway and back”. You can get from Podgorica Airport to Kolasin in 35 minutes - this is one of the ski resorts closest to the international airport in Europe.


To qualify for Montenegrin citizenship under the investment program, investors can buy a plot in one of the approved projects for € 250 thousand or € 450 thousand, including 21% VAT, in addition to donating a state fund of € 100 thousand. The investment retention period is 5 years, after which investors can resell the new investor in the program.

The Montenegrin citizenship program offers global investors a number of valuable advantages in the industry. They include a quick procedure for approving an application and obtaining citizenship after six months, free movement to more than 123 countries with a Montenegrin passport and access to one of the fastest growing economies in the region.
